The African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, as the African Champion for its $7 billion Integrated Aviation Transformation Programme for Africa (IATP), a major initiative aimed at modernising the continent’s aviation sector and unlocking large-scale investment opportunities.
The appointment underscores Nigeria’s growing influence in Africa’s aviation reform agenda and reflects the AfDB’s confidence in the country’s ongoing efforts to reposition its aviation industry through regulatory and financing reforms.
According to the bank, Nigeria was selected for the leadership role because of its demonstrated commitment and policy direction towards transforming the aviation sector into a more competitive and investment-friendly industry.
The Integrated Aviation Transformation Programme for Africa is designed as a continent-wide platform to mobilise private, institutional and concessional capital for aviation development while strengthening regional integration, connectivity and economic growth across Africa.
The initiative comes at a time when African airlines account for less than three per cent of global air traffic despite the continent representing nearly 18 per cent of the world’s population.
As part of the programme, the AfDB formally invited Keyamo to participate in its 2026 Annual Meetings, where the signing of a Letter of Intent between Nigeria and the bank is expected to take place.
In a statement, the Minister’s Special Adviser on Media and Communications, Tunde Moshood, said the appointment reflects international recognition of Nigeria’s leadership role in advancing aviation reforms across the continent.
According to him, the minister is expected to deploy his experience, policy direction and industry engagement to help drive the implementation of the aviation transformation programme across Africa.
In its letter of invitation dated May 26, 2026, the AfDB commended Nigeria for demonstrating “outstanding leadership” during the early phase of the programme.
The bank stated that Nigeria had already completed the IATP country survey, initiated work on its country compact, identified opportunities for aircraft financing, and commenced discussions on the establishment of a national aviation financing platform.
The AfDB noted that these efforts positioned Nigeria as one of the foremost champions of the programme and reaffirmed the bank’s appreciation for the country’s strategic vision within the aviation sector.
The bank further disclosed that Keyamo would participate in a high-level side event themed “Platform Solutions for Africa’s Transformation: De-Risking Aviation and Health Systems through Innovative Finance,” hosted by AfDB President, Dr. Sidi Ould Tah.
Industry stakeholders believe the programme could significantly improve aviation financing access, fleet expansion opportunities, infrastructure development and regional air connectivity across Africa if successfully implemented.
The initiative also aligns with broader continental efforts to strengthen Africa’s aviation ecosystem, attract sustainable investments and position the sector as a catalyst for trade, tourism and economic development.
